Gastinochnyi Dom Hotel in Issyk-Kul is a basic homestay, situated next to the post-office. It'll cost you around 150 som per night( about $3,3). You'll have a hot shower and a toilet:). I've been there several times and I can say it's pretty safe, not very expensive and the owners are very sociable:).
